ALYTUS/OULU/TURIN- The number of homeless people in Europe has doubled since 2009. A recent report from the Feantsa states that Europe has almost 895,000 homeless people.

According to Eurostat data, Lithuania and Italy are among the European countries where families face severe housing deprivation and individuals face a higher risk of social exclusion. 

Housing-led and housing first programmes, inspired by the principle that 'you give someone a shelter to live independently and restart his life, and then work along with him to lower the risk of social exclusion,' can change the lives of thousands of people and help the public administrations deal with the homelessness and public health issues. 

Many cities in Europe have adopted programmes that follow this approach. Through interviews with social workers and former homeless people, the investigative teams will describe how the programmes are working in Alytus (Lithuania), Oulu (Finland) and Turin (Italy).
