Dylan Carter is a Brussels-based investigative journalist whose work focuses on sanctions evasion, corruption, and the movement of dual-use technology to conflict zones.
His reporting has appeared in De Standaard, The Inisder, IRPI Media, De Morgen, and the Kyiv Independent.
He leads the Tools of War project, an AI-powered data investigation mapping how European machine-tool exports sustained Russia’s war industry, and Toxic Trains, an inquiry into hazardous rail cargoes in Belgium. Alongside his reporting, he teaches investigative and international journalism at Thomas More University of Applied Sciences, coordinating collaborations across Europe.
